I cannot find any version of this photo with a date, but Wikipedia has a colorized image of Princess Victoria wearing the same dress and dates it as ca. 1905.
Some evening dresses in 1905 did not have waist bands, much as Princess Victoria's dress does not, and some also had bare shoulder sleeves. This photo shows Princess Victoria was a beauty rivaling her mother with a superb sense of style.
