This photo shows Empress Eugénie wearing an austere dress with a cuirasse bodice.

The fullness of her skirt begins at knee height. This is characteristic of mid 1870s dress as is the cuirasse bodice. Napoleon III died in early 1873 so she may be wearing mourning clothes.
