This portrait shows a member of the Bourbon family, Eleonore Bourbon, in an extensively slashed dress with accordion pleat sleeves. Daughter of Henri I Bourbon-Conde, wife of William of Nassau. Her Wikipedia article is here.

Information about date, artist, and location are not known to gogm.

The lace and necklive ruff place this in the early 1600s. This is included because the artist showed the lace ruff and sleeve lace as well as the extensive slashing in detail. Lace making was about to explode in sophistication.

This is also a good example of slashing(!) and sleeves with numerous accordion pleats.
