According to her Wikipedia article, she was Lady-in-waiting to Queen Elizabeth for 45 years while her daughter, also named Elizabeth, was also Lady-in-waiting to Queen Elizabeth.
The flat top of Catherine's wheel farthingale lays flat or almost flat in this portrait. The large steeples on her skirt appear awkward while the gold-trimmed sheer cape is beautiful.
