Valentine Prinsep was a pre-Raphaelite painter who was active through much of the Victorian era. His Wikipedia article is here.
This portrait shows the leg-o-mutton sleeve tide is ebbing, but waist bands, shallow vee waistlines, and blouson bodices are not yet in style. Her bodice appears to have four layers beginning with her chemise/under-bodice, a pink bodice, a somewhat disorganized-looking vest/over-bodice, and a pastel green green train and outer layer to her bodice layer.
