Louise Henriette de Bourbon, Duchesse de Chartres and Duchesse d'Orléans by ? (auctioned by Christie's)

This is the grandmother of King Louis Philippe. She was a legendary beauty as a young woman who was portrayed by Jean Marc Nattier several times. This could also be a Nattier portrait. The portraitist, whoever (s)he was, was very, very good. Louise Henriette's Wikipedia article is here.

Louise Henriette appears to be wearing a cape with a cowl and hood made of black velvet. She is wearing that over a large fur-trimmed garment. She has also wrapped a white fur boa or scarf around her neck and she also has her hands in a fur muff.
