Luisa de Padilla y Manrique, Countess of Aranda by ? (Mesones de Isuela - Zaragoza, Aragon, Spain)

According to her Wikipedia article, she lived between 1590 and 1646. But this is a later 1600s dress and neckline. This is part of a portrait of the Immaculate Virgin. It is unlikely that Luisa ever wore this dress. Her genealogical sketch is here. Photo - Jose Luis Cortés Perruca.
