Andrew Schroeder has been an outstanding Internet expert in fashion and aristocracy longer than I have. He dates this to the 1840s. However this dress can be seen on the third Lady from the right in Charles Robert Leslie’s Queen Victoria Receiving the Sacrament at her Coronation, 28 June 1838. This portrait is a close up of that dress and the Lady wearing it, Frances Elizabeth Jocelyn, Viscountess Jocelyn.

The dress has lace epaulettes gushing from the neckline to form a bertha in back. There is also a lace bertha poking out from the pleated bertha. The upper sleeves are hidden in the epaulettes and lace bertha. Her skirt is round, but without a cage to support it, close.
