A search for biograph/genealogical was unfruitful until I saw this page on flickr explaining this was actually Anne Fuller, misnamed Mary, who married Sir John Offley. A genealogical sketch for Anne Fuller is here.

The hanging sleeves of Lady Mary's surcote are just vestiges while the under-sleeves have ballooned to massive proportions. This is a farthingale era dress.
