This could be either Marie Thérèse de Bourbon, Princess de Conti until 1713, or her successor, Louise Élisabeth de Bourbon; I believe it is Louise Élisabeth de Bourbon.

Crinoline-era Victorians would discover the flounces while later Victorians would discover the bustle of her dress.
