From Wikimedia; this image is circulated as being the wife of King George I, Dorothea of Celle. This is apparently a copy of a Voet original in a Gallery of Beauties recently auctioned by Christie's that was originally at the Odescalchi collection, Castel Carnasino, Como, Italy.

Voet portrays this beauty wearing a hurluberlu coiffure eith curls trailing down the center of her back as well as a jeweled bertha. She wears a lace neck ornament and a flat serpentine, possibly jeweled, neck ornament.
